In his Great Battlefield interview, Phil Radford describes recoverable grants as a financial instrument which operate as no-risk loans, at the 31:29 mark. Currently the Progressive Multiplier Fund issues such recoverable grants in order to experiment with Facebook Messenger content display tactics. The goal is to make groups self-sufficient with a small seed grant, and has been largely successful.
